Every month, NPUs are tasked with reviewing proposed legislation, zoning applications, special event permits and liquor licenses to provide vital community feedback. The NPU discusses each application and the NPU-E Board votes in support or opposition. This vote is formally submitted to the City of Atlanta. NPU recommendations are considered by zoning and licensing boards when issuing the permit or license to an applicant. It is in these moments that we can effect change. Due to our sizable agendas each month, we ask applicants to work with the member neighborhood where the business or permit resides in advance of our NPU meeting. This allows each applicant to dig into the details of their zoning request, event or business operation with the local civic association for the best possible result. Collaboration is the name of the game. After working together, the applicant presents to NPU-E and the neighborhood NPU-E Board Member makes their recommendation. Atlanta is divided into 25 Neighborhood Planning Units (NPUs), which are the City’s formal avenue for resident input and engagement. The NPU system was created in 1974 and last reviewed in 1978. Over the last three years, the Center for Civic Innovation has embarked on a study of Atlanta’s NPU history and a review of where we are today. CCI’s NPU Initiative is an effort to understand and provide community-driven policy recommendations on improving the effectiveness and equity of this formal system of community participation. With the partnership of numerous stakeholder groups, CCI presented their 10 Recommendations for Strengthening the NPU System on September 16, 2021.
